KCACTF Region VII Governing Structure

Purpose: The purpose of this document is to set forth and define the governing structure of KCACTF Region VII regional committees.  It is intended as a regional supplement to the more definitive and comprehensive national handbook.

1.0       Regional Executive Committee: 

1.1       The Regional Chair, Vice-Chair, Design Chair, National Playwriting Program Chair, the Immediate Past Chair, and Chief Financial Officer (CFO) constitute the Regional Executive Committee (REC) along with other members deemed appropriate by the Regional Chair. The REC shall:

1.1.1    nominate a candidate for the Vice-Chairs of Chair, Design and NPP and recommend the nomination to the National Executive Committee.

1.1.2    review and act on all recommendations from the KCACTF National Committee and the Regional Advisory Board concerning regional festivals, regional officers, and other regional issues.

1.1.3    establish, interpret, and/or update festival and regional guidelines in accordance with the national handbook guidelines.

1.1.4        attend all regional meetings arranged by the Regional Chair.

1.1.5        review all fellowship applications for faculty and students and make selections to forward to the national chair.

1.2       Conflict of Interest and Ineligibility Rule:

1.2.1    No Member of the REC may serve in a direct artistic or supervisory capacity (playwright, dramaturg, director, designer, performer, choreographer, producer, vocal coach, etc.) in any participating entry from the college or university in which they are employed during their term of office.  The position as CFO is not considered a conflict of interest and is therefore exempt from this and other conflict of interest rules.

1.2.2    Participating productions from the college or university in which a member of the REC is employed may be considered for the regional or national festival, provided the REC member has no direct artistic or supervisory function, AND that they recuse themselves from any discussion or consideration of that production.

1.2.3    A member of the REC may fulfill a direct or indirect artistic or supervisory capacity in an associate entry from the college or university in which they are employed, but must recuse themselves in any situation where any aspect of that production is discussed for recognition or student awards.

2.0       Regional Advisory Board:    

2.1       The Regional Advisory Board (RAB) shall be comprised of:  the REC; the Vice-Chair of Design; the Vice-Chair of NPP; the Professional Development Coordinator; the Festival Registrar; the Regional Historian; the Festival Webmaster; the Regional O’Neill Critics Institute Coordinator; the Irene Ryan Coordinator; and Festival Workshop Coordinators. One individual may serve in more than one of these capacities.

2.2       Terms:

2.2.1    The CFO’s term will run concurrently with the Regional Chair and may be renewed upon the request of the incoming Regional Chair.

2.2.2    The Vice-Chair and Vice-Chairs of Design and NPP will run for three years and automatically move into the positions of Chair, Chair of Design, and Chair of NPP unless otherwise specified by the National Committee.

2.2.3    All other RAB members will serve one-year appointments that may be renewed upon the request of the REC.

2.3       All RAB members are invited to the Festival Selection Meeting held in December and to observe the selection process as non-voting members.  A separate RAB meeting will be held during one or more of the annual planning meetings to report to the REC any updates and/or initiatives.

            2.4       Conflict of Interest and Ineligibility Rule:

2.4.1    Participating productions from the college or university in which a member of the RAB is employed may be considered for the regional festival, provided the RAB member recuse themselves from any discussion or consideration of that production.

2.4.2        A member of the RAB may serve in a direct or indirect artistic or supervisory capacity for an associate or participating entry from the college or university in which they are employed.  However, they must recuse themselves from any discussion or consideration of that production and where any aspect of that production is discussed for recognition or student awards.

3.0       Regional Selection Team:

3.1              The Regional Selection Team (RST) shall be comprised of the Chair, the Vice-Chair, and four to six additional members selected by the Chair from regional faculty.  These team members must have successfully responded to associate entries for a minimum of one year and have demonstrated a commitment to the region, festival activities and/or excellence in responding to productions.  These team members will be distributed throughout the region.

3.2              The Regional NPP Selection Team shall be comprised of the NPP Chair and Vice-chair and one or two additional members selected by the NPP Chair from regional faculty.  These team members must have successfully responded to new work and have demonstrated a commitment to the region, festival activities and/or excellence in responding to productions.

3.3       Terms of Office:

3.3.1    With the exception of the Chair and Vice-chair members of the RST will serve one-year appointments and may be renewed at the request of the Chair.

3.4       Conflict of Interest and Ineligibility Rule:

3.4.1    Participating productions from the college or university in which a member of the RST is employed may be considered for the regional or national festival, provided the RST member recuse themselves from any discussion or consideration of that production.

3.4.2    Members of the RST may serve in a direct artistic or supervisory capacity (playwright, dramaturg, director, designer, performer, choreographer, producer, vocal coach, etc.) for a participating entry from the college or university in which they are employed  provided that they recuse themselves from any discussion or consideration of that production.

3.4.3        A member of the RST may fulfill a direct or indirect artistic or supervisory capacity in an associate entry from the college or university in which they are employed, but must recuse themselves in any situation where any aspect of that production is discussed for recognition or student awards.

3.5      Fellowship eligibility.  All chairs and vice-chairs are not eligible to apply for KCACTF fellowships until after the completion of their office.
